MEMORANDUM. PART 4. CONCLUSION: WHO WILL BE THE ARCHITECT
4.1. The question is not whether the transition will happen
The transition has already begun. It is not “going to.” It is. Most simply do not notice. Because they look at the map, not the territory.
What actually happened:
The dollar ceased to be a risk-free asset. It can be confiscated for political reasons (the freezing of Central Bank reserves — a financial Chernobyl).
Pipes are closed. Nord Stream is in the past. Ukrainian transit is halted. Europe pays $700 per thousand cubic meters.
China demands $50 for gas on Power of Siberia 2. This is not a bargain. It is a diagnosis.
The US bans CBDC until 2030, but accumulates bitcoin.
Europe shut down nuclear, killed its oil refining, abandoned gas — and now imports energy in digital form.
Russia has the cheapest energy in the world and 2nd place in hashrate — but has no strategy.
This is not a “crisis.” This is a phase transition. The old system did not collapse. It simply stopped working. And the new system is already being built — just not in the places where people are looking for it.

4.2. The question is who will lead it
The world is not choosing between the old and new system. It is redrawing the map along geopolitical lines. And each player has its own role.
China — architect of a parallel system. e-CNY. mBridge ($69 billion, 95% — in e-CNY). Gold for 20 months straight. It is not fighting the dollar — it is creating an alternative.
The US — defender of the old system. Debt $39 trillion. Inflation above 2% for five years. CBDC ban until 2030. Mining leader (37.5–42.5%), but depends on Chinese equipment (97%).
Europe — eternal importer of bitcoin. It will buy it as a “clean asset,” but in reality — energy it cannot produce physically.
The UAE, Saudi Arabia, Kazakhstan, Oman — builders. They are not waiting for the old system to collapse. They are building in parallel. And their experience is the evidence base.
Iran — experiment. Bitcoin as a weapon of survival. Sanctions, mining $1.3 billion, IRGC controls 50%.
Africa — new player. 90% of hydropower is unused. Mining as a “buyer of last resort” turns loss-making renewable projects into sustainable ones.
Russia — energy sovereign without a strategy. It has everything the new system needs: cheap energy, cold climate, 2nd place in hashrate. But it does not use this resource systemically.

4.3. The architect is the one who sees the system as a whole
The architect is not the one who shouts loudest. Not the one with the most money. Not the one who took a place first.
The architect is the one who sees the system as a whole: energy, bitcoin, law, people, and time. And knows how to assemble them into a working construction.
What is needed for this:
1. Legal recognition of energy as public domain. An amendment to the Law “On Subsoil” or a separate Federal Law “On People’s Energy Property.”
2. Recognition of bitcoin as a derivative of energy. An amendment to the law “On Digital Financial Assets.”
3. Creation of the State Energy-Digital Converter (State Corporation “Energy-Cyber”). Accumulates surplus energy, directs it to mining, the mined bitcoin goes to a single public wallet.
4. Distribution mechanism — the People’s Energy Certificate (PEC). Each citizen receives a share in the pool of bitcoin mined per month.
5. Resolution of the RF vs USSR succession question. Restitution of Soviet law through the Constitutional Court.
6. Control and transparency. GIS TEK-Digital. Public wallet registry. Public council.
This is not a “utopia.” This is an architectural plan. Each step has a mechanism for implementation. Each step is connected to the others.

4.4. Two paths. There is no third option
Path one: Russia becomes the architect of the new system. It recognizes energy as public domain. Creates the converter. Mines bitcoin. Distributes income through the PEC. Citizens receive direct payments. Loyalty emerges. Identity emerges. Sovereignty emerges.
Path two: Russia remains a supplier of resources for those who will lead this transition. Energy is wasted. Bitcoin is mined by private structures. Income settles in offshore accounts. Citizens see nothing. The system collapses completely.
There is no third option.

4.5. What to do now
1. Form a legal precedent — file an appeal to the Constitutional Court from a group of citizens or deputies.
2. Develop and submit to the State Duma a draft law “On People’s Energy Property” through sponsor deputies.
3. Launch an information campaign — convey to citizens that bitcoin is not an “American speculation,” but their energy, which was stolen from them through privatization.
4. Create a pilot project in one region (Irkutsk Oblast), where mining on state capacities is already operating, and show how income can be distributed among residents.
5. Record all steps in the form of public documents — manifestos, appeals, draft laws. Even if the current government does not accept it — in 2–3 years this mechanism will be ready for launch.
We are not waiting for the government to accept this scenario. We are assembling it. And when it becomes inevitable — it will already be ready.

4.6. Main conclusion
The old system is dead. It did not collapse — it simply stopped working.
This is confirmed by facts:
The dollar is not backed (50 years of fiat deception).
The map does not reflect the territory (forecasts diverge from reality).
Russia has a unique resource — the cheapest energy in the world.
Europe has become an eternal importer of bitcoin.
Not a single Central Bank has found a solution — all are trying to adapt old instruments to the new reality.
The Central Bank of Russia — a liquidation commission.
Independent experts (Yan Krivonosov, Vladimir Levchenko) confirm: the system is ungovernable, old models do not work.
The new system can only be assembled around energy. And the only instrument that turns energy into global liquidity — is bitcoin.
The question is not whether the transition will happen. The question is who will be its architect.
Russia can become this architect. It has everything the new system needs: cheap energy, cold climate, 2nd place in the world in bitcoin hashrate. But it has no strategy.
Either Russia remains a supplier of resources for those who will lead this transition. Or it becomes its architect.
There is no third option.
