“Soviet Cash Box or Digital Ruble: Why the Bank of Russia is Losing Its Last Legitimacy”

1. THE HOOK: What happened?

Today, September 1, 2026, the Bank of Russia announced the start of a new phase in the introduction of the digital ruble. Major banks and retail companies have officially opened their infrastructure for operations with the new form of the national currency. Officials call it a “technological breakthrough” and a “step into the future.”

But in the closed archives of the USSR Academy of Sciences, this news is interpreted differently — as the final chord in a prolonged agony of a fictitious financial system, where “money” has long turned into an instrument of control, rather than a means of payment.

2. DOSSIER: What the “State Act” says

In the State Act of the USSR for June 2026 No. 002.810.643.89 (Author’s Note: This article uses excerpts from the special issue of the Report of the USSR Academy of Sciences. The document was provided to the editorial team via the “Pravosudija.net” project and published on their channel (Telegram link: https://t.me/pravosudija/406)., there is a critically important testimony regarding the fate of the Bank of Russia:

“From June 3, 2026, the Bank of Russia lost and terminated the functions and powers of an insured depository institution of the US Treasury; a dealer of the Fed/IB/IMF/BIS for the placement of the US Dollar… and remains a mutual credit cash desk between residents of the Russian Federation, when the functions and status of the central bank were terminated back in 2014” [State Act for June 2026, § 5].

The same document states the nature of the new “currency”:

“…basic instruments of the Bank of Russia (Referential instruments) as common/ordinary convertible shares ISIN RU000A0G9HE0, CFI – TCNXXX, are replaced and exchanged for municipal bonds of the Subjects of the Federation, and banknotes and tickets of the Bank of Russia… are exchanged and replaced with local tokens as ‘digital rubles’, as camp money for colonies, factories, and plantations” [State Act for June 2026, § 5].

And most importantly — about the essence of the “digital ruble”:

“…under which a digital currency of the Bank of Russia is issued, having no real values, coverage, or provision, and is used as an instrument of control, not having the status of means of payment, except as a souvenir or token” [State Act for June 2026, § 5].

3. DECIPHERMENT: What does this mean in plain human language?

Step 1: The Central Bank no longer exists

Since 2014, according to the State Act, the Bank of Russia is not a central bank. It is a “mutual credit cash desk.” It’s as if the country’s main bank turned into an ordinary exchange office, but continued to call itself the “issuer.”

Step 2: The ruble is a bond

The document claims that Bank of Russia tickets (our familiar banknotes) are not money, but “convertible ordinary shares.” Simply put, these are debt receipts that have no collateral backing. When you hold cash in your hands, you are actually holding shares of a non-existent company.

Step 3: The “digital ruble” is “camp money”

The harshest accusation: the digital ruble is declared “camp money for colonies, factories, and plantations.” This is the language that describes not a currency, but means of payment in closed settlements — prisons, colonies, reservations. In this logic, the “digital ruble” is not a means of exchange, but an instrument of total control over every movement of funds.

4. WHO BENEFITS? The logic of the State Act in reality

5. FORECAST: What’s next according to the Archives

1. A full transition to “digital” surrogates. Abandoning cash is not convenience, but a way to remove any possibility of settlement outside the system. Cash is “bearer money,” it cannot be tracked. The digital ruble is a “passport-money,” where every step is visible.
2. Refusal of responsibility. The Bank of Russia will no longer be responsible for the ruble’s backing. It simply becomes an “operator.” And who is responsible? — No one. Just a “virtual record.”
3. Rising social tension. As soon as people realize that their savings are not assets, but “records in accounts,” the system will face massive distrust.

6. CONCLUSION: A question for the reader

Today’s launch of the digital ruble is presented as technological modernization. But if we look at this step through the prism of the “Archives,” it is — a final break with reality.

We stop storing “value” and move to storing “records.” We stop being owners and become “accounting units” in a system that no one controls.
