When Code Breaks the Network: What Really Stands Behind the ChatGPT Blockade

A few days ago, I saw news in one of the partner channels. Since September 6, 2026, access to ChatGPT from Russia began to break down. Not an “error 403.” Not a “service unavailable.” A complete break at the TLS handshake level.
I don’t use ChatGPT. Nothing breaks for me. But I look at architecture. And I see: this is not “news.” This is diagnostics.
What Exactly Happened: Technical Facts
Since September 6, 2026, Russian users began complaining about problems accessing ChatGPT. Complaints came from 27 regions — Moscow, St. Petersburg, Samara Oblast, Udmurtia, Tatarstan, and others.
The problem is not on OpenAI’s side. The connection to the main domain chatgpt.com is interrupted before the request reaches the company’s servers. Staff at the specialized resource Comss conducted checks from five connection points in Russia. In all cases, the connection to chatgpt.com broke at the stage of establishing a secure connection — the TLS handshake.
At the same time, other OpenAI addresses — openai.com, auth.openai.com, api.chatgpt.com — remained accessible. The restriction applies specifically to the name chatgpt.com.
For the user, this looks like an ordinary connection error. In Firefox — PR_CONNECT_RESET_ERROR, in Chromium-based browsers — ERR_TIMED_OUT or ERR_CONNECTION_RESET. The ChatGPT app freezes on the logo screen.
Changing DNS doesn’t help. This is a fundamental point: previously, an alternative DNS could bypass the geographic restriction on OpenAI’s side. Now the connection is broken on the network route, after the equipment recognizes the name chatgpt.com.
Decoding the Terms: TLS and SNI
TLS (Transport Layer Security) — an encryption protocol that provides a secure connection between client and server. When you open a site via HTTPS, it is TLS that establishes the “handshake”: client and server exchange data, verify certificates, and agree on encryption keys. Only after this does data transmission begin.
TLS handshake — the first phase of the connection. If it is interrupted, the browser cannot establish a secure connection. The site does not open. This is exactly what happens with chatgpt.com: the connection breaks at the very first stage.
SNI (Server Name Indication) — an extension of the TLS protocol. When a client connects to a server, it sends the first message — Client Hello. It specifies the domain name the client wants to connect to. This name is the SNI. It is transmitted in the clear, before encryption is established.
Why is this needed? Hundreds of sites can be hosted on a single IP address. The server needs to understand which site the client is requesting in order to return the correct SSL certificate. SNI solves this task: the client reports the domain name at the very beginning of the handshake.
But it is precisely this openness of SNI that makes filtering possible. Equipment on the network route sees the domain name in the Client Hello — and can break the connection if that name is on a blacklist. This is exactly how SNI filtering works: the domain chatgpt.com is recognized, the connection is broken.
Who Is Behind This
There is no official statement from Roskomnadzor about blocking ChatGPT. In February 2026, the agency already denied such reports. But then the situation was different: the restriction came from OpenAI’s side.
Now — a break on the network route inside Russia. SNI filtering is possible only on the equipment of a telecom operator or a state filter. There is no other equipment that could do this.
Roskomnadzor’s silence in this situation is louder than words.
What This Means Architecturally
This is not a “site block” in the usual sense. This is — channel severance.
Previously, OpenAI itself returned error 403 for Russian IPs. That was a restriction on the service side. Now — a break on the network route, inside Russia. Technically, this is a different level: not “the service won’t let you in,” but “the network won’t let you through.”
And this is diagnostics. The system shows: who hears. Who does not hear. Who can be a conductor. Who is — only a channel.
What To Do
Don’t argue. Don’t prove. Don’t justify.
The way out is not in their regulations. Not in their CFA. Not in their “protection.” The way out is to leave the old system behind. Stop being afraid. Stop submitting. Stop looking for solutions where there are none.
In the new system there are no departments that decide for you. No laws that permit or forbid. No agents who guard “geniuses.” No kings who hand out permissions.
In the new system there is action. There is creation. There are “drops” of light that add up to a new reality.
And we are building it. Without regulations. Without permissions. Without fear.

If you work with any digital tool — ask yourself: do you own this tool? Or does the tool own you?
You can continue living in the illusion that access is a right. Or you can begin building a system where access is determined not by what is permitted, but by what you are aware of and can protect.
You own only what you are aware of. You own only what you can protect. You own only what you can do without the permission of third parties.
The old world is dead. This is not a warning — it is the starting condition.
